【摘要】:1.1ThisdocumentdescribestheimplementationprinciplesneededtocreateaVoluntaryUniversalHealthcareIdentification(VUHID)system.Thepurposeofthissystemistoenableunambiguousidentificationofindividualsinordertofacilitatethedeliveryofhealthcare.1.2TheVUHIDsystemshouldbededicatedexclusivelytotheneedsandfunctionsofhealthcare.1.3TheVUHIDsystemisdesignedtorepresentno,oratleastminimal,increasedrisktohealthcareprivacyandsecurity.1.4Thesystemshouldbeascost-effectiveaspossible.1.5Thesystemmustbecreatedandmaintainedinawaytoprovidesustainedbenefittohealthcare.1.6Thesystemshouldbedesignedandimplementedinamannerthatensuresthatitcanoperateindefinitely.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
